How can the FY12 budget in MA take away line item 4401-1000 and eliminate ESP Skills training for welfare recipiants. This will allow them to stay on welfare for unlimited lenghths of time. This will have the entire welfare system revert back to 1980's. Why will it continue to be called the Department of Transistional Assistance if no one will be transitioning off?
